Isn't there an exception to this rule when dealing with Rogues?

Rogues by their nature and activity should be deemed KOS (kill on sight) by other players.

Also, I couldnt find in these rules a set kill limit.

I use the Colonial Viper.  Its a good fast ship, but I mainly use it because it looks cool. Btw, cool sig Blackheart.
