Obvious question but are you running FLMM in Admin mode?

To do this, right click the FLMM icon and select run as administrator.

Or you could try disabling UAC in Vista (see spoiler)

Dude there are other ways to get this armour, try cutlass base in Tartarus (pirate faction)

lol you have to re-add the mod when flmm is in admin mode then it should work.

EDIT* before you reactivate the mod after adding it in admin mode.
go to "tools -> clean directioy"
